Ms. LEI Xiaoyun has long engaged in IP administration with profound policy and theoretical knowledge and rich administrative experience. In promoting IP work at the regional, industrial and enterprise levels and strengthening IP management innovation, utilization and promotion – as well as the development of IP-backed financial services and service industries – she has participated in the research, formulation, organization and implementation of multiple major policies and regulations and implemented a series of effective, exploratory and pioneering practices. As a key expert, she has participated in the development of the first international standards for IP management: Innovation Management-Guidelines for Intellectual Property Management (ISO56005). She has also led the formulation of patent navigation guidelines and a series of national standards for IP management for enterprises, universities and research institutes. As the lead author, she has written more than 10 books – including the Study on the Roles and Development of Intellectual Property Administration and the Report on Intellectual Property Operations in China – as well as a series of books on National Patent Navigation Pilot Projects.
