Shanghai launches open patent licensing pilot work

The Shanghai Intellectual Property Administration on June 14 issued the pilot work plan for open patent licensing in East China's Shanghai, which proposed to strive to achieve at least 100 open patent licenses in the city by the end of 2022.

The goal is to lay the solid foundations for the smooth implementation and efficient operation of a national open patent licensing system.

Open patent licensing involves a general license form. Using it, the patentee declares publicly through the national patent administration department that it is willing to license any entity or individual to implement its patent and specifies the license fee, license term and other conditions.
