Shanghai's Pudong New Area has unveiled a 2026–28 action plan to strengthen intellectual property creation, commercialization, protection, and services.
By 2028, Pudong aims to achieve 121 high-value invention patents per 10,000 residents, 3,200 annual international patent applications under the Patent Cooperation Treaty, 290,000 annual copyright registrations, and 12 billion yuan ($1.78 billion) in annual IP pledge financing registrations. It also targets an average of 70 days for administrative patent infringement rulings.
The plan outlines five priorities: improving IP creation, promoting commercialization, strengthening protection, upgrading public services, and fostering an innovation-friendly culture.
Measures include developing IP portfolios in emerging fields such as quantum communications, biomanufacturing, and silicon photonics; promoting patent pools and open licensing in integrated circuits, biomedicine, and artificial intelligence; and expanding IP-backed financing and overseas infringement insurance.
Pudong will improve administrative enforcement, strengthen coordination between administrative and criminal proceedings, and deepen IP cooperation across the Yangtze River Delta. It will also establish a 24-hour response mechanism for foreign-related IP legal services and support the Shanghai operations of the WIPO Arbitration and Mediation Center.
Public services will be enhanced through the "Puyida" online platform, which delivers eligible policy benefits without separate applications, as well as new IP protection sub-centers and digital government services. The district also plans to cultivate professionals with expertise in technology, law, management, and international affairs.
