Shanghai's patent pre-examination service has helped local technology firms accelerate innovation. Biren Technology, a leading domestic GPU chipmaker, submitted 206 patents through the service, of which 199 were granted; the fastest approval took just 41 days, compared with the usual 18 to 24 months. Around 1,000 of its more than 2,000 global patent applications have used the service.

The Shanghai IP Protection Center has processed more than 36,000 patent pre-examination applications and secured nearly 20,000 grants since its establishment more than three years ago. Its services now span 40 key industrial parks, and artificial intelligence accounts for more than a third of its patent portfolio.
For companies expanding overseas, Shanghai provides IP risk alerts and dispute-response guidance. Through four national-level platforms, the city has issued more than 500 early warnings to help businesses identify overseas trademark risks and navigate local IP rules.
