Shanghai unveils 15th Five-Year Plan for intellectual property protection

Shanghai has unveiled a plan for the development of intellectual property (IP) during the 15th Five-Year Plan period (2026-30), setting out a roadmap to strengthen the city's IP ecosystem and governance.

Approved by the Shanghai municipal government, the plan was jointly issued on July 29 by the Shanghai Intellectual Property Administration and the Shanghai Municipal Development and Reform Commission.

The plan sets two major targets. By 2030, Shanghai aims to become an important international IP city, with significant improvements in IP creation, utilization, protection, management and services. By 2035, it aims to establish itself as an international IP city featuring a well-developed institutional framework, comprehensive services and a leading business environment.

It establishes nine core indicators focusing on IP creation, protection and application. To name a few, these include the number of high-value invention patents per 10,000 people, annual PCT international patent applications, the handling time for administrative adjudication on patent dispute cases, and the share of patent-intensive industries in GDP.

Six major tasks have also been identified, covering high-quality IP creation and utilization, stronger protection, improved services, talent development and a more innovation-friendly ecosystem.

The plan will further integrate IP protection and services into technological innovation, industrial development and international cooperation, helping Shanghai strengthen its innovation capacity and build a more globally competitive business environment.
