Shanghai's Huangpu district is forging a new path for foreign-related intellectual property (IP) dispute resolution through a tripartite collaboration between government, industry and international commercial mediation.

The Huangpu Intellectual Property Administration, together with the Shanghai Foreign Investment Association and the CCPIT Shanghai International Commercial Mediation Center, convened a high-level working meeting to advance the "administrative protection + industry services + international commercial mediation" trinity mechanism for intellectual property protection.
As a core urban district home to numerous multinationals' regional headquarters, flagship foreign-brand stores, and time-honored Chinese brands expanding overseas, Huangpu faces rising demand for efficient IP enforcement, cross-border dispute resolution channels, and enforceable settlement agreements.
The three parties agreed to combine administrative enforcement with commercial mediation, using the industry association to engage foreign firms and reduce costs through flexible mediation.
Key outcomes of the meeting include the establishment of intelligence‑sharing and case‑referral channels, expert think‑tank resources, tailored IP services for flagship, heritage, and foreign brands, mechanisms for minor infringements, regular joint training, and a diversified system for handling foreign-related IP disputes.
Looking forward, the Huangpu Intellectual Property Administration will continue exploring diverse ways to reduce enforcement costs for Chinese and foreign enterprises alike, further refine business environment, and provide strong IP legal safeguards to support the district's high-level opening-up and innovation-driven growth.
