Shanghai launches three-year action plan to boost high-value IP creation and utilization

To strengthen intellectual property (IP) development, the Shanghai Intellectual Property Administration (SIPA) has issued a three-year action plan to improve the quality of patent creation and the efficient use of patents and related IP assets.

The plan implements Outline for Building an Intellectual Property Powerhouse (2021-35) and Shanghai's 15th Five-Year Plan (2026-30) for High-Quality IP Development, building on national efforts to promote patent transformation and commercialization.

It supports Shanghai's industrial system, covering advanced manufacturing, strategic emerging industries, and modern services, and integrates IP with innovation and industrial upgrading.

By 2028, Shanghai aims to reach 77 high-value invention patents per 10,000 people, 8,400 annual Patent Cooperation Treaty (PCT) applications, 50 billion yuan in IP-backed financing, and a 20 percent contribution to GDP from IP-intensive industries.

The plan sets out 20 measures across five areas, covering patent creation quality, commercialization efficiency, industrial application, enterprise capacity building, and patent information services for innovation support and policy decision-making.

Key measures include strengthening core technology patent reserves, improving examination services, enhancing IP operating platforms, expanding financing channels, and promoting the integrated development of patents and trademarks to strengthen market value realization.

Officials said the plan will better connect innovation with industry demand, improve enterprise competitiveness, and reinforce Shanghai's role as a global center for science, technology and innovation through a more efficient IP governance system.
