Shanghai is accelerating high-standard trials of data product intellectual property registration to strengthen its digital economy, with core digital industries contributing over 14 percent of GDP and data-driven services becoming essential inputs for enterprises.
The city has recently released its business environment optimization action plan 9.0, calling for deeper data product IP registration trials to consolidate foundations, expand advantages, and energize a new digital economy engine.
Shanghai is among China's first pilot regions for data IP. In December 2024, the Shanghai Intellectual Property Administration and Shanghai Data Bureau issued registration measures that promote broad access, strict oversight, and mutual recognition.
After more than a year, the pilot has yielded results. Over 1,200 applications have been accepted and more than 800 certificates issued, generating economic value exceeding 19.5 billion yuan ($2.8 billion) through licensing, transactions, and services nationwide.
China Securities Index Company registered the CSI 300 Index as a data product in Shanghai. The index tracks 300 major A-share companies listed on the Shanghai and Shenzhen stock exchanges, enabling stronger rights protection in large-scale data transactions. More than 170 domestic and overseas users have signed data transmission agreements.
The National and Local Co-built Humanoid Robot Innovation Center has registered a training data model built from over 10 million records, supporting standardized, cross-platform reuse and collaboration across the humanoid robot industry chain.
Shanghai has streamlined procedures with no entry thresholds while enforcing strict reviews on substantive processing and innovation. Trusted data spaces, integrated trading services, and cross-regional cooperation are advancing data circulation and value realization.
