Shanghai has authorized enterprise information inquiry platforms Qixinbao and Qichacha to display registered data product intellectual property (IP) information starting Jan 1, enhancing public access, strengthening protection, and boosting market confidence in data-driven assets.
The move follows Shanghai's launch of a pilot program for data product IP registration, under which authorities have increased information disclosure while promoting coordinated protection and broader social application of registered data products.
The pilot is overseen by the Shanghai Intellectual Property Administration, which aims to support compliant circulation of data factors and help unlock the economic value embedded in processed, commercially usable datasets.
Shanghai began accepting data product IP registrations in December 2024, becoming one of the country's first regions to do so and quickly attracting strong participation from market players seeking clearer ownership and safer data transactions.
By the end of 2025, a total of 1,280 registration applications have been received, with 848 certificates issued, easing long-standing concerns among enterprises hesitant to trade data products due to unclear rights attribution and protection mechanisms.
The registration system covers multiple categories, including data processing products, data technology algorithms, and aggregated datasets, with emphasis on outputs formed through substantial processing and innovative effort, combining intellectual achievement with clear commercial value.
Previously searchable only on official government websites, registered records are now also visible on Qixinbao and Qichacha. This change is expected to raise awareness, expand pilot coverage, and encourage more enterprises to participate in data product IP registration.
