Mr. Xu Shang is the director of the Strategic Planning Division of the Shanghai Intellectual Property Administration (SIPA), the chief editor of Shanghai Intellectual Property, and columnist for Market Supervision and Regulation published by the State Administration for Market Regulation. He led the drafting and rulemaking of the pilot measures of data intellectual property registration in Shanghai.
