Mr. Rui Wenbiao, the director-general of Shanghai Intellectual Property Administration (SIPA), obtained the Juris Master degree at East China University of Political Science and Law.
He was the chief judge of the Intellectual Property Division and a member of the Adjudicatory Committee, Shanghai Second Intermediate People's Court. After that he became the chief judge of the Intellectual Property Division and the member of the Adjudicatory Committee, Shanghai High People's Court. Mr. Rui was appointed the director-general of SIPA in 2018.
