The Shanghai Intellectual Property Administration (SIPA) and the Shanghai International College of Intellectual Property (SICIP) recently convened to discuss enhancing collaboration and exploring future opportunities in intellectual property (IP) development and education.
Rui Wenbiao, director-general of SIPA, highlighted SICIP's role as a vital think tank for developing international and diverse IP talent and shaping IP policy.
He said that SIPA plans to utilize the cooperation memorandum between the Shanghai Municipal People's Government and the World Intellectual Property Organization (WIPO) to bolster coordination and support efforts. This initiative aims to help the college enrich cross-regional and interdisciplinary IP collaboration, with SIPA fulfilling its responsibilities as the council secretariat.
Rui expressed his hopes that SICIP would actively contribute to the formulation of Shanghai's 15th Five-Year Plan (2026-30) for IP development, helping to cultivate more high-level IP professionals in the city.
Yu Xinmiao, vice-president of SICIP, detailed the college's recent initiatives, including planned collaborations with the Heilongjiang Provincial Intellectual Property Protection Center and advancements in international talent training. He also mentioned preparations for the third council meeting.
Yu affirmed the college's commitment to nurturing high-caliber international IP professionals who can participate in and lead global governance. To this end, it will seek support and guidance from WIPO and enhance cross-regional exchanges and mutual learning.
