The Information Office of the Shanghai Municipal People's Government held a press conference on April 22 at which Rui Wenbiao, director-general of the Shanghai Intellectual Property Administration, highlighted the city's efforts to become an international beacon of intellectual property protection.

In 2024, Shanghai saw 6,822 Patent Cooperation Treaty (PCT) patent applications, a 10.3-percent increase over the previous year.

According to the latest 2024 Global Innovation Index Report released by the World Intellectual Property Organization (WIPO), the Shanghai-Suzhou cluster ranked fifth among global technology clusters.

Shanghai's focus on becoming an international beacon of IP protection is evident in various initiatives.

The city has enhanced its IP protection mechanisms for key industries, established a platform for early warning and response to overseas IP disputes, and built an overseas IP service station for Shanghai enterprises in Mexico City.

Efforts have also been made to optimize the business environment with high-quality IP services, and the first representative office of a foreign patent agency has completed filing in Pudong New Area.

In addition, Shanghai has helped host meetings between the intellectual property offices of China, Japan, and South Korea and guided the participation of the Green Technology Bank in the WIPO GREEN City Acceleration Projects.

It has also provided support for the first arbitration case ruling made by the WIPO Arbitration and Shanghai Mediation Center, further improving the operational mechanisms of the Shanghai International College of the Intellectual Property Council.

Furthermore, the recently released top 10 typical cases of IPR protection in Shanghai reflect the city's dedication to equitably safeguarding the rights and interests of both domestic and international enterprises. This commitment ensures the protection of the legitimate rights and interests of foreign-funded enterprises operating within the city.
