China sets new intellectual property development goals

China aims to further enhance intellectual property (IP) governance, improve patent quality, and accelerate IP commercialization during the 15th Five-Year Plan period (2026-30), with key initiatives such as optimizing IP services, strengthening international cooperation, and advancing the protection of emerging fields such as artificial intelligence and data-related IP.

During the 14th Five-Year Plan period (2021-25), the nation advanced IP governance by implementing a more comprehensive framework, including establishing a national IP protection system, and made significant strides in strengthening IP governance, legal protections, and innovation.

Substantial progress was made in IP law revisions, including comprehensive updates to patent law and the introduction of internationally high standards for punitive compensation in patent infringement cases.

China has significantly improved IP application processing, with the average patent review period reduced from 20 months to 15 months, and a review accuracy rate exceeding 95 percent. The country also leads globally, with over 5 million valid domestic patents and the highest number of PCT international patent filings.

IP protection measures have also been strengthened, with over 120 IP protection centers established and a substantial increase in the resolution of IP disputes.
