Data product IP registration yields results in Shanghai

Since the pilot launch of data product IP registration in December 2024, Shanghai has accepted 1,203 data product intellectual property applications and issued 802 registration certificates, with products registered from 29 provinces, generating over 19.5 billion yuan ($2.79 billion) in economic value.

Industry uptake has been strong, with 67 percent of applications coming from artificial intelligence and 13 percent from biomedicine, reflecting alignment with Shanghai's strategic industrial priorities and rapid commercialization of data assets.

Market integration accelerated after Jan 1, when major commercial platforms began displaying registration details, improving transparency and helping businesses make safer investment, collaboration, and risk-control decisions using verified data-product rights.

Monetization is visible: 287 data products have been licensed externally, yielding more than 4.8 billion yuan; 166 products have been traded across institutions, with transactions exceeding 3.4 billion yuan; and service fees from 365 products have exceeded 11.3 billion yuan.

Financial channels also opened up, with 14 enterprises obtaining pledge financing against registered data products, securing 355 million yuan in loans from banks and institutions, underscoring the growing recognition of data assets as collateral.

Legal and regulatory gains include recognition of registration in China (Shanghai) Pilot Free Trade Zone, AI development regulations, expert committee vetting to ensure substantive processing and innovation, and measures to use certificates in judicial proceedings.

Shanghai reports that registration has strengthened trust across the data chain, optimized R&D and industry collaboration, and laid a foundation for broader data sharing, value realization, and high-quality digital economic growth.
