Shanghai has formed a comprehensive IP service system by pioneering the introduction of measures to manage special funds for IP and launching campaigns to turn patents into tangible industrial forces.
The number of IP technology contract transactions among Shanghai's research institutions was 6,773 in 2024, a 21-percent surge following the introduction of new measures. The financial sector has also rolled out policies and products to facilitate IP circulation in the market.
Comprehensive protection to create a favorable environment
In an effort to create a conducive environment for comprehensive protection, Shanghai intellectual property courts, among the first professional courts in China, have attained full jurisdiction over IP cases. Specialized committees have also been set up in leading industries such as biomedicine, artificial intelligence and integrated circuits as part of the administrative adjudication work system.
In addition, Shanghai has strengthened IP protections for foreign-funded enterprises, with 65 cases concerning patent infringement disputes and over 1,200 trademark infringement cases handled.
Opening and cooperation to form an international IP protection ecosystem
Shanghai has proactively deepened cooperation with the China National Intellectual Property Administration (CNIPA) and the World Intellectual Property Organization (WIPO) to integrate into the global IP protection system.
Institutions including the WIPO Arbitration and Mediation Shanghai Service, Shanghai Intellectual Property Administration, and Shanghai International College of Intellectual Property have emerged as platforms for thriving cultural exchanges and the cultivation of international talent in the field.
