The 2025 Shanghai Municipal Intellectual Property (IP) Work Conference held on Feb 7 highlighted what the city has achieved in 2024 and plans to do in 2025.

Key work points for 2025 include:

- Quantitative Targets and Mechanism Construction: Ensure major indicators meet the goals of the 14th Five-Year Plan (2021-25), enhance collaborative protection efficiency, improve regulatory models, and enhance services.

- Positive Atmosphere and Risk Resistance: Organize the fifth Shanghai IP Innovation Awards, expand channels for international IP dispute resolution, and develop Shanghai into a preferred location for such resolutions.

- Internal Construction and External Support: Enhance the development of institutions like the Shanghai International College of IP Intellectual Property, expand rapid pre-examination service categories, and explore collaborative central-local data IP review models.

In 2024, Shanghai made significant achievements in IP, including 6,822 PCT international patent applications (a 10.3-percent increase), 57.9 high-value invention patents per 10,000 people (a 15.3-percent increase), and 2.79 million registered trademarks (a 6.7-percent increase). Shanghai maintained an excellent rating in national IP protection for the fourth consecutive year and the "Shanghai-Suzhou" technology cluster ranked fifth in the 2024 Global Innovation Index Report by WIPO.

In 2025, Shanghai will continue to advance IP reforms, focusing on high-quality IP creation, utilization, protection, services, and international cooperation and aiming to become an international beacon of IP protection.
