At the National Directors' Meeting of Intellectual Property Administrations on Jan 7, Rui Wenbiao, director-general of the Shanghai Intellectual Property Administration (SIPA), presented Shanghai's IP initiatives and achievements for 2024 and outlined the focus areas for 2025.
Rui highlighted the significant progress made under the guidance of the China National Intellectual Property Administration, emphasizing Shanghai's commitment to building a robust IP framework.
According to Rui, the Shanghai municipal government introduced several key measures, including the Intellectual Property Innovation Awards and a Special Action Plan for Patent Transformation. Provisional measures for data product IP registration were implemented, and a two-tier system for patent infringement adjudication was established.
Drawing from international best practices, Shanghai has continued to refine its market-oriented, law-based, and internationalized IP business environment. Last year, the city hosted the 21st Shanghai International Intellectual Property Forum, while the Shanghai IP Protection Center expanded rapid preliminary examination services, specialized committees for integrated circuits, AI, and biomedicine were established, and 32 industry planning-oriented patent navigation projects were launched.
Looking ahead, Rui outlined the administration's focus areas for 2025. These include aligning with national IP strategies, enhancing IP governance, and implementing high-level IP protection systems in key areas like Pudong New Area.
The administration will also focus on furthering patent transformation, establishing rapid protection mechanisms for key industries, and promoting high-quality IP services. Additionally, elevating the Shanghai International Intellectual Property Forum, improving overseas dispute mechanisms, and cultivating international IP talent will be prioritized.
