Rui Wenbiao holds a Juris Master's degree. He was formerly Chief Judge of the Intellectual Property Division and member of the Adjudicatory Committee of the Shanghai Second Intermediate People's Court, as well as Chief Judge of the Intellectual Property Division and member of the Adjudicatory Committee of the Shanghai High People's Court. Rui was appointed as Deputy Director-General of the Shanghai Intellectual Property Administration (SIPA) in the year 2015. He has served as Director-General of SIPA and Secretary of the Leading Party Members' Group of SIPA since November 2018.
