Currently Deputy Director of the Office of Inter-ministerial Joint Committee on Implementation of Intellectual Property (IP) Strategy of the State Council, Mr. Gong holds a Bachelor's Degree in Economics and Master's Degree in Public Administration. He is a senior economist, a National IP Leading Talent, and a member of the Inaugural Independent Audit Committee of the World Intellectual Property Organization (2006-2010).

From 2003 to 2007, Mr. Gong served as Deputy Director General of the Planning and Development Department of the China National Intellectual Property Administration (CNIPA), then was promoted to Director General of this department in 2008 and has served in this position until 2017. In 2018, he started to serve as Deputy Director of the Office of Inter-Ministerial Joint Conference on the Implementation of Intellectual Property Strategy of the State Council. Back in 2008, he participated in the formulation of the Outline of National Intellectual Property Strategy issued by the State Council, and promoted the inclusion of IP indicators into the index system of the 13th Five-Year Plan for National Economic and Social Development. He also led the formulation of the 13th Five-Year Plan for IP Protection and Application, promoted the development of IP service industry, carried out research on development of IP intensive industries and organized the evaluation over the ten-year Implementation of the Outline of the National Intellectual Property Strategy and relevant commemorative activities. He also organized the formulation of the Outline for Building a Robust IP Country (2021-2035), which was issued by the CPC Central Committee and the State Council in 2021.
